Discrimination against SCs and Dalits was enjoined in the Forty-fifth Amendment to the Constitution.The Adivasi Act, which covers Scheduled Tribes or Adivasis, was also put in place in 1993 with the objective of devising a policy to promote the welfare of Adivasis through the provision of financial assistance, physical development, and education and health services.The Scheduled Tribes (Prevention of Atrocities) Act 1985, also known as the Atrocities Act, was first passed in 1985 and included a provision empowering a governmental Commission to investigate and report on acts of atrocities committed against the members of Scheduled Tribes in any part of India. This Act was a response to the high mortality rate among the Adivasis, who accounted for over a third of India's total deaths due to hunger, disease and war. On 1 October 1994, the Act was amended to include the Scheduled Castes (Prevention of Atrocities) Act 1989. Under the Act, at least one member of the executive must be a member of a Scheduled Caste or a Scheduled Tribe, and the Act empowered the central government to prosecute and punish the perpetrators of atrocities. After the passing of the Constitution (53rd Amendment) Act 1992, Parliament enacted the Atrocities against SC, ST and OBCs Act 1993, which was to be simultaneously implemented with the Prevention of Atrocities Act. d2c66b5586
